Second suspect in sexual assault case in custody

A second teenager has been charged in connection with the alleged sexual assault of a 15-year-old on Jan. 27.

The Bourbon County Attorney's Office on Wednesday charged Douglas A. Harper, 18, Rose Hill, with one count of aggravated indecent liberties with a child and two counts of criminal sodomy.

Law enforcement and local court authorities have not released details of the alleged incident.

Fort Scott Police officers took Harper into custody shortly before 4 p.m. Tuesday, after a judge issued a warrant for his arrest. He is currently in custody at the Southeast Kansas Regional Correctional Center in lieu of $50,000 bond.

The charges against Harper carry a minimum of 12 years in prison, if he is convicted.

Corey Davis, 18, Fort Scott, was charged on Feb. 7 with one count each of aggravated criminal sodomy and sexual exploitation of a child in connection with the alleged incident.

Davis was arrested Feb. 6 by police and released two days later on $25,000 cash bond.

Harper's address is listed in court documents as Rose Hill, a small town about 150 miles west of Fort Scott, just outside Wichita.

A USD 394 official declined to say whether Harper is currently a student in the Rose Hill school district, saying it is against the district's policy to publicize information from the student directory.
