Fugitive in drug case now being sought for Pittsburg murder
Crawford County authorities on Monday issued an arrest warrant for an alleged drug dealer in connection with the shooting death of a Pittsburg man two weeks ago.
Albert E. Richmond, 29, is facing first degree murder charges once authorities locate him. Another arrest warrant was issued for 24-year-old Ramone D. Hester, of the Pittburg area.
Around 9:50 p.m. Saturday, Oct. 21, Pittsburg Police officers responded to a call about shots fired near the 400 block of west Forest Street. Police discovered Tyrone Lee Owens, 28, dead in a car stopped at the intersection of College and Forest streets. Police said Owens was shot dead after numerous gun shots erupted from the area.

Owens was arrested by Pittsburg Police on Oct. 20 for possession of drugs and or opiates with intent to sell, possession of depressants and or stimulants with intent to sell and obstruction of justice. He was released on $18,000 bond about three hours later.
Pittsburg Police Maj. Brent Narges, who is handling media relations for the case, declined to say whether drugs had anything to do with the incident. As of press time, Narges did not immediately return a phone call for updated information about the case.
Police and the Tri-State Major Case Squad established three suspects in connection with the crime. On Monday, authorities in Kansas City, Mo., arrested Malcolm A. Jackson, 26, of the Pittsburg area, on a first-degree murder warrant. He is currently in custody in the Crawford County Jail in lieu of $1 million bond.
Richmond, whose last known location in Fort Scott was the 700 block of Osbun St., has been arrested numerous times in the last several years on drug-related incidents. He has lived at a number of different residences in Fort Scott over the last several years, according to Fort Scott police. They have arrested him on five separate occasions, two of which were drug related. The other three included misdemeanor traffic violations and transporting an open container.
Fort Scott police and Kansas Highway Patrol arrested Richmond on Dec. 7, 2004, for possession with intent to sell an undisclosed amount of cocaine. He was charged a week later with felony counts of distribution of cocaine and possession of the drug. He was released 20 days later on $100,000 cash bond.
A bench warrant was issued for Richmond on Sept. 25 for violating terms of the conditions of his bond in regard to the 2004 drug offenses. The court ordered bond be revoked for violation of terms and conditions of the bond because Richmond was arrested Sept. 19 in Pittsburg by the Kansas Bureau of Investigation. Agents searched Richmond and found five plastic bags containing crack cocaine inside his briefs. They arrested him but Richmond posted $18,000 bond and was released on the same day.
He entered a plea bargain in Bourbon County District Court on Oct. 2 to a single felony count of unlawful acts relating to possession of cocaine in the 2004 offense. He was scheduled to be sentenced Oct. 18, but he failed to show up, according to court documents.
In 1995, Richmond was convicted of voluntary manslaughter in Kansas City, Mo.
