Joseph James “Jay” O’Brien, 84, of St. Paul, passed away at 5:22 p.m., Tuesday, Jan. 30, 2024, in the emergency room at Labette Health in Parsons. He was born on Dec. 19, 1939, a lifelong resident of St. Paul to Joseph Andrew “Joe” and Mary Cleo (Duling) O’Brien.
