Franklin D. Stephens, 83, of Fort Scott, Kan., died at 2:57 a.m. Friday, Aug. 4, 2017, at the Arma Health and Rehabilitation Center at Arma, Kan. Mr. Stephens was born Aug. 12, 2933, at Dearborn, Mo., the son of Oscar and Ellen Fetter Stephens. Franklin was a retired truck driver for Bruce-Yellow Transit Company.
